Isiolo County| In a move that underscores the value of institutional memory and transition stability, Isiolo County Governor Abdi Ibrahim Hassan (Guyo) has issued a formal statement of praise for the outgoing Chief Executive Officer of the Isiolo County Public Service Board.
Mohamed A. Abdullahi, who has officially proceeded on terminal leave following the triumphant conclusion of his six-year tenure, was a central figure in the management of human resource assets in Isiolo County Government.
Governor Guyo, in a dispatch that reads as both a valedictory tribute and a strategic roadmap for continuity, hailed Abdullahi’s tenure as a period of unwavering leadership and relentless commitment to strengthening public service delivery across the arid and semi-arid county.
Describing the outgoing CEO’s contribution as “valuable to the institutional growth of the Board and the broader County Government of Isiolo,” the Governor noted that Abdullahi’s stewardship leaves behind a more resilient, accountable, and professionally grounded public service framework.
“Over the course of his service, he has provided steady leadership and commitment,” Governor Guyo stated, acknowledging the quiet, often unseen work of reforming county human resource systems and aligning them with constitutional imperatives for devolution.
Abdullahi’s exit marks the end of a full term that saw the Board navigate complex labour relations, recruitment reforms, and the delicate task of balancing political oversight with technocratic independence.
On behalf of the county government and the wider populace of Isiolo, the Governor conveyed profound gratitude for Abdullahi’s dedication, extending warm wishes for “good health, fulfillment, and success in his next chapter.”
The farewell, while personal, carries the weight of a public acknowledgment that effective governance begins with a competent, non-partisan public service.
In the same breath, Governor Guyo moved to assure the public and county staff of seamless operational continuity.
He confirmed that Habadaso Gufu has assumed office as the Acting Chief Executive Officer of the Board.
Far from a mere placeholder appointment, Guyo expressed explicit confidence in Gufu’s ability to ensure “continuity, stability, and effective service delivery” during the transition period.
“I am assured that she will uphold the standards of professionalism and steer the institution forward,” the Governor added, signaling that the executive is closely monitoring the Board’s performance and expects no dip in efficiency.
Gufu, whose professional background and prior deputy role within the Board’s hierarchy have reportedly prepared her for the moment, now carries the immediate responsibility of managing human resource operations for one of Kenya’s most strategically important—yet resource-constrained—frontier counties.
Political analysts in Isiolo town note that the transition comes at a critical juncture, as the county government pushes to improve service delivery metrics and attract development partners who demand transparent, merit-based staffing.
With Governor Guyo’s administration keen on showcasing devolution’s fruits, the Public Service Board remains a linchpin—responsible for recruiting, disciplining, and promoting the very workforce that implements county policies.
As Abdullahi walks into his well-earned terminal leave, his legacy is one of steady hands in a sometimes turbulent devolved environment.
For Habadaso Gufu, the acting mantle is both a test of readiness and an opportunity to write the next chapter of Isiolo’s institutional journey—with the Governor’s full public backing already on record.
