Mumina Bonaya Secures Major Digital Breakthrough for Remote Isiolo Communities

In a significant stride toward bridging the digital divide in northern Kenya, Isiolo County Women Representative Mumina Bonaya has once again demonstrated her unwavering commitment to expanding connectivity and empowering marginalized communities.

Following her persistent advocacy, the Communications Authority of Kenya (CA) has formally announced a series of crucial interventions aimed at expanding mobile network coverage in some of the county’s most underserved areas.

In a letter dated April 14, 2025, addressed to Hon. Mumina Bonaya, the CA acknowledged her earlier appeal to improve digital access across remote parts of Isiolo.

The Authority affirmed its commitment to advancing digital inclusion through the Universal Service Fund (USF) Cellular Mobile Infrastructure Program, a government initiative aimed at providing mobile services to underserved and unserved regions.

The CA’s response, signed by Director General and CEO David Mugonyi, outlined specific areas earmarked for coverage across various phases of the USF project.

Notably, the following locations are now officially on the rollout plan:

  • Malkadaka – Already covered under Phase I of the USF Mobile Project.
  • Bisan Biliku – Covered under Phase II of the initiative.
  • Leparua, situated within Burat sub-location – Slated for inclusion in Phase IV of the project.
  • Bulesa, Goda, Belgesh, and Badana Gardida – Will undergo survey and gap analysis ahead of planned implementation under Phase IV.

“The Authority is currently tendering for the Cellular Mobile Phase IV Project, which includes 13 sub-locations across Isiolo County,” reads the letter in part.

The CA further noted that once implementation is complete, it will conduct post-deployment assessments to identify additional areas—such as Malkadaka and Biliko Marara—for potential future expansion.

This latest achievement represents a major milestone in Mumina Bonaya’s ongoing efforts to uplift Isiolo through equitable access to essential services.

Her relentless lobbying has ensured that the voices of traditionally marginalized communities are not only heard but acted upon.

By securing the CA’s commitment, she has reaffirmed her position as a vocal and effective champion for northern Kenya’s digital and developmental transformation.

The rollout of mobile infrastructure in these remote areas is expected to significantly enhance communication, access to information, education opportunities, emergency response capabilities, and overall socio-economic growth.

For many residents, especially women and youth, the ability to connect with the rest of the country—and indeed the world—has long remained a distant aspiration. Mumina’s efforts are now making this a tangible reality.
