Governor Guyo Leads Historic Issuance of Allotment Letters in Bula Pesa

In a significant step towards resolving historical land injustices, Isiolo Governor Abdi Ibrahim Hassan(Guyo), in partnership with the National Land Commission (NLC), has officially issued 1,191 allotment letters to residents of Bula Pesa.

The milestone, celebrated during a public event in Isiolo town, marks the largest formal recognition of land ownership in the area’s history and signals a transformative shift in local land governance.

The issuance provides long-overdue relief to families who, despite living on the land for generations, lacked formal documentation and legal security.

Bula Pesa’s land adjudication process had for years been stalled due to political interference, cases of double allocation, and institutional inertia.

Prior to this intervention, only 69 allotment letters had been issued from an estimated 250 land parcels—leaving the majority of residents in a state of uncertainty.

Governor Guyo, while addressing the community, underscored the significance of the exercise.

“This is not just about land documents. It’s about restoring dignity, affirming rights, and correcting the historical injustices that have undermined development in Isiolo,” he said.

The event was attended by key stakeholders, including NLC Vice Chair Gertrudes Nguku, Commissioner Tiya Galgalo, County Commissioner Geoffrey Omoding, and Isiolo County Lands CEC Yusuf Dahir.

The delegation acknowledged the complexity of land issues in the region and stressed the need for continued institutional collaboration to resolve lingering disputes.

Among the challenges highlighted were over 350 unresolved land disputes in neighboring areas such as Burat, Mwangaza, and Checheles.

To address these, leaders proposed the establishment of a multi-agency task force comprising representatives from the county government, the NLC, and the Ministry of Lands to ensure transparent, fair, and timely resolution of pending cases.

Commissioner Nguku reiterated the NLC’s support for community-driven solutions, emphasizing the importance of land security in achieving broader socio-economic development.

“Secure land tenure fosters investment, enhances livelihoods, and builds trust between citizens and institutions,” she noted.

Governor Hassan also used the occasion to call upon the national government to expedite the release of Ksh. 54 million earmarked for processing fees, a crucial step in finalizing the documentation for all beneficiaries.

He assured residents of his administration’s unwavering commitment to land justice, community participation, and the rule of law.

The Bula Pesa land titling initiative is now being hailed as a model for other regions grappling with similar issues.

It sets a precedent for equitable land distribution, strengthens governance structures, and lays the foundation for sustainable development across Isiolo County.

What was once a source of tension and marginalization is now a symbol of progress—and a beacon of hope for hundreds of families who can now claim legal ownership of the land they call home.
