The National Environment Management Authority (NEMA) has implemented new regulations requiring all sand transporters to obtain a mandatory transportation permit, a move aimed at enhancing sustainable sand harvesting and curbing illegal transportation activities.
The directive, outlined in the 2024 Sand Harvesting Regulations, is expected to have a significant impact on the construction industry, potentially influencing sand prices and transportation logistics.

“Sand transporters are hereby notified that the 2024 Sand Harvesting Regulations mandate a sand transportation permit from NEMA. All sand transporters must apply for this permit immediately,” the authority stated.
The Ministry of Environment, Climate Change, and Forestry, under the leadership of Cabinet Secretary Aden Duale, officially published the 2024 Sand Harvesting Regulations on February 18, 2024.
These regulations introduce stringent controls on sand harvesting and transportation, ensuring environmental sustainability while promoting responsible resource utilization.
Permit Application Process and Compliance Measures
NEMA has directed all sand transporters to immediately apply for the required transportation permit through the agency’s Sand Harvesting Licensing Portal, accessible via the official NEMA website.
