New Cabinet Secretary Outlines Vision for Digitization, Data Protection, and Responsible Use of Social Media

Nairobi, Kenya| In a move set to revolutionize the country’s digital landscape, the newly appointed Cabinet Secretary for Information, Communications, and the Digital Economy, William Kabogo, has pledged to spearhead Kenya’s digital transformation agenda.

His ambitious plan aims to ensure efficient service delivery, seamless accessibility to public services, and the creation of a robust digital economy that empowers citizens and businesses alike.

Commitment to Full Digitization of Government Services

Speaking during a handover ceremony at Telposta Towers, Nairobi, where he officially took over the docket from Prime Cabinet Secretary Musalia Mudavadi, Mr. Kabogo emphasized the urgency of fully digitizing government services.

He announced plans to first achieve 100% digitization within his ministry and subsequently expand the initiative across all government departments.

“Our goal is to ensure that Kenyans receive public services promptly and efficiently. A fully digitized government will reduce bureaucratic bottlenecks, enhance transparency, and improve overall service delivery,” Kabogo remarked.

The Cabinet Secretary underscored the importance of the Digital Superhighway initiative, a flagship project under the government’s Digital Economy mandate, and expressed optimism about collaborating with ministry officers and stakeholders to achieve its objectives.

Promoting Responsible Use of Social Media

In light of the growing influence of social media, Mr. Kabogo outlined plans to develop a framework for its responsible use while safeguarding constitutional freedoms, particularly the right to free expression.

“It is important to be responsible while enjoying the freedom of expression enshrined in our Constitution,” Kabogo stated.

“If we strike the right balance, social media can become a powerful tool for sharing impactful messages that uplift lives and foster national unity.”

The CS urged Kenyans to embrace social media as a platform for positive engagement and development, emphasizing the need to avoid misuse that could lead to misinformation or harm to others.

Safeguarding Data and Strengthening Data Protection

Recognizing the increasing importance of data in a digital age, Mr. Kabogo vowed to prioritize the protection of citizens’ personal information.

He pledged to strengthen the Office of the Data Protection Commissioner (ODPC), ensuring that Kenyans understand their rights and responsibilities regarding data usage.

“Data protection is critical for building trust in the digital space. We must empower citizens to know their rights, understand their obligations, and ensure that data is used ethically and positively,” Kabogo asserted.

He called for collective responsibility in upholding ethical standards in data usage, urging all stakeholders to prioritize trust and accountability.

During the handover, Prime Cabinet Secretary Musalia Mudavadi highlighted the importance of clear and effective communication of government policies, programmes, and future plans.

He urged transparency and accountability as the bedrock of service delivery across all government sectors.

“Transparency and accountability are vital for ensuring efficient service delivery to Kenyans. I call on all sectors, including public, private, and media, to embrace accountability as a cornerstone of progress,” Mudavadi said.

He expressed confidence in Kabogo’s ability to advance the government’s digital transformation goals and commended the incoming CS for his commitment to leveraging technology for national development.
