Isiolo Governor Abdi Ibrahim Hassan(Guyo) Champions Historic Land Reform with Issuance of Over 1,190 Allotment Letters

In a bold and transformative stride towards addressing longstanding land ownership challenges in Isiolo County, Governor Abdi Ibrahim Hassan (Guyo) has overseen the official issuance of 1,191 land allotment letters to residents of Isiolo Central Sub-County.

The milestone event—held at Bula Mpya Primary School—marked a major turning point in the county’s efforts to regularize land tenure and eliminate decades of uncertainty and legal vulnerability for residents of Kulamawe, Kiwanjani, Kambi Bule, Tuluroba, and Kambi Garba.

The exercise, conducted in collaboration with the National Land Commission (NLC), is widely seen as a landmark victory for both justice and development.

By securing legal recognition for landowners who have lived on these lands for generations without formal documentation, Governor Guyo’s administration is not only correcting historical injustices but also empowering citizens to leverage their property for economic advancement.

A Legacy of Inclusion and Security

Governor Guyo described the issuance as a pivotal moment in securing land rights for ordinary citizens, stating that the move would unlock significant economic potential by providing legal certainty.

With formal allotment letters in hand, residents are now able to confidently invest in and develop their properties—ranging from building permanent homes to accessing credit facilities using their land as collateral.

“This is more than a document; it is a gateway to dignity, security, and opportunity,” said Governor Guyo. “These allotment letters will instill a sense of ownership and belonging that has been long overdue.”

The governor also took the opportunity to urge elected leaders across Isiolo to set aside political differences and unite in the pursuit of progress.

He emphasized that collaboration and unity among leaders are critical for sustained development, equitable service delivery, and attracting national government attention to Isiolo’s needs.

Ending a Legacy of Disputes and Exploitation

The importance of this initiative was echoed by various dignitaries present at the event. Commissioner Tiya Galgalo of the National Land Commission emphasized that the initiative is part of a broader strategy by the Ministry of Lands to end fraudulent title deeds, land grabbing, and protracted disputes that have plagued Isiolo for years.

“Through these efforts, we are dismantling the networks of fraud and corruption that have denied rightful landowners their due recognition,” Galgalo said, affirming the NLC’s commitment to working hand-in-hand with the county administration to ensure land reforms are effective and sustainable.

Isiolo County Commissioner Geoffrey Omoding also issued a stern warning against individuals using their positions of influence to dispossess the vulnerable of their land.

He stressed the need for security agencies to thoroughly investigate all land disputes before conducting evictions, a measure aimed at protecting residents from arbitrary displacement.

A United Front for Sustainable Development

The ceremony was attended by an array of senior leaders and public servants, reflecting the significance of the occasion.

Among the dignitaries were Deputy Governor James Lowasa, NLC Vice Chairperson Gertrude Nguku, Lands CEC Yussuf Dahir, and several Members of the County Assembly, including Waithaka (Bulapesa), Meja (Chari), Abubakar Godana (Sericho), and Salesio Kiambi (Wabera).

Their presence underscored a unified resolve to prioritize land justice and reinforce public trust in institutions.

The event also served as a powerful symbol of what collaborative governance can achieve—when national and county governments, independent commissions, and the community work together toward a shared goal.

Looking Ahead

Governor Guyo’s latest initiative not only resolves deep-rooted land issues but also sets the foundation for more inclusive urban planning and sustainable development across Isiolo.

As residents of Bulapesa and surrounding areas celebrate the end of their land uncertainty, there is renewed optimism that the county is charting a new course—one anchored in equity, legal protection, and socioeconomic empowerment.

With more land regularization efforts expected in the near future, Governor Guyo’s administration continues to position Isiolo as a county where justice and progress walk hand-in-hand.
