Ethila Mohamud Hands Over Leadership as MCPSB Transitions to New Interim Heads

Mandera, Kenya| In a significant leadership transition, the Mandera County Public Service Board (MCPSB) on Monday witnessed the formal handover of responsibilities following the conclusion of the tenure of its Chairperson and Chief Executive Officer (CEO).

The ceremony, held on April 1st, 2025, at the board’s offices, marked the official end of term for two senior officials and the beginning of an interim leadership phase.

Ethila Mohamud, the outgoing Chairperson of the MCPSB, officially handed over her duties to Vice Chairperson Dakane Maalim, who will now serve as Acting Chairperson.

Simultaneously, Mohamed Abdow Hussein, the outgoing CEO, passed the mantle of administrative leadership to Ibrahim Ogle, who will also assume his new role in an acting capacity.

Ethila Mohamud, who has served as the board’s Chairperson with distinction, was lauded for her leadership and contribution to the county’s public service sector during her tenure.

Her term, which concluded on March 31st, 2025, was marked by efforts to strengthen institutional frameworks, enhance transparency in recruitment processes, and promote meritocracy in the public service.

The transition comes at a critical time as the board continues its mandate of managing human resource matters for Mandera County’s public service.

In her handover, Ms. Mohamud emphasized the importance of continuity, urging the incoming acting officials to uphold professionalism, integrity, and service delivery.

She also expressed confidence in the ability of Mr. Maalim and Mr. Ogle to steer the board forward during the interim period.

Mr. Dakane Maalim, the new Acting Chairperson, acknowledged the contributions of the outgoing leadership and reaffirmed his commitment to ensuring a smooth and efficient transition.

“We are building on a strong foundation laid by Ms. Mohamud and Mr. Hussein. Our focus remains on maintaining operational stability and upholding the board’s integrity as we await substantive appointments,” he stated.

Meanwhile, Mr. Ogle, taking on the responsibilities of Acting CEO, reiterated his readiness to work collaboratively with board members and county leadership to maintain momentum in delivering on the board’s mandate.

Other members of the board, whose terms remain active, are expected to continue discharging their duties and working closely with the new acting officials.

Their cooperation is seen as pivotal to ensuring institutional stability and the effective delivery of public service functions during this transitional phase.

The process of appointing new substantive office holders is anticipated to begin soon, in accordance with county laws and public service procedures.
