Isiolo County, Kenya, recently welcomed a high-profile delegation from the World Bank and its partner organizations to assess the progress of the Financially Locally Led Climate Action (FLLoCA) program.

The initiative aims to enhance climate resilience through sustainable water solutions and strategic climate adaptation measures, ensuring the region is well-equipped to tackle climate-related challenges.

Commitment to Climate Action

During the visit, Isiolo Deputy Governor Dr. James Lowasa reaffirmed the county’s dedication to mitigating climate change impacts.

Speaking at the Governor’s office, he emphasized the importance of strategic interventions such as drilling boreholes in key locations to improve water access for domestic use, livestock, and small-scale farming.

“Targeted, data-driven decision-making is essential for effective climate adaptation, and a robust Monitoring and Evaluation (M&E) framework is critical for our success,” Dr. Lowasa stated.

The Role of Monitoring and Evaluation

The visit underscored the significance of an efficient M&E framework in ensuring climate action projects achieve their intended goals.

A well-structured M&E system allows project implementers and stakeholders to assess the effectiveness of interventions, optimize resource allocation, and drive meaningful impact.

Peter Odhango, FLLoCA Program Coordinator, highlighted the importance of continuous assessment and documentation.

“Understanding both successes and challenges is crucial for refining strategies and making informed decisions for future projects,” he remarked.

Key Benefits of an Effective M&E Framework
  1. Tracking Progress and Impact: Continuous evaluation helps stakeholders identify which interventions are effective and which require adjustments.
  2. Ensuring Accountability and Transparency: Given the substantial financial investments in climate resilience programs, M&E ensures that resources are used efficiently and responsibly.
  3. Identifying Challenges and Success Stories: Documenting both achievements and obstacles allows for better-informed decision-making and strategy refinement.
  4. Enhancing Sustainability: Ongoing evaluation ensures that climate resilience efforts remain impactful and aligned with long-term objectives.
  5. Data-Driven Decision-Making: Insights from M&E processes help policymakers make necessary adjustments to optimize project effectiveness.
Field Visits and Stakeholder Engagement

The World Bank delegation visited key project sites, including Ngaremara, Elsa in Burat, and Garbatula in Isiolo Sub County, to assess the real-world impact of the FLLoCA program.

Among the officials present were Ali Wario, County Executive Committee Member for Water, Environment, Natural Resources, and Climate Change, as well as Municipal Manager Osman Halake and other senior county officials.

The delegation expressed satisfaction with the progress made and commended the collaborative approach between the county government and ward development committees in prioritizing and implementing projects effectively.

Sustaining Climate Resilience Efforts

As climate change continues to pose significant challenges to Isiolo County and the wider region, the county leadership remains committed to strengthening M&E mechanisms and ensuring that climate action programs deliver lasting benefits.
