Governor Guyo Nominates Trio of CECMs to Drive County Revival and Unity


In a strategic move poised to reinvigorate governance and accelerate development in Kenya’s arid yet strategically vital Isiolo County, Governor Abdi Ibrahim Hassan, popularly known as Guyo, has nominated three new County Executive Committee Members (CECMs).

This latest cabinet reshuffle comes on the heels of a tumultuous period marked by a failed impeachment attempt and ongoing efforts to stabilize the administration.

The nominations, announced on September 9, 2025, aim to inject fresh energy into key sectors, addressing long-standing challenges like financial management, land disputes, and environmental sustainability in this cosmopolitan northern Kenyan county.

Governor Guyo, a trailblazer in Kenyan politics as the first Member of County Assembly (MCA) to ascend to a governorship, has positioned these appointments as a cornerstone of his vision for Isiolo’s transformation.

Elected in 2022 after a 15-year stint as Nairobi’s Kayole MCA, where he honed his skills in urban governance and community leadership, Guyo has navigated a challenging tenure.

His administration has focused on priorities such as improving healthcare, creating youth employment, and enhancing security in a region bordered by conflict-prone areas and home to diverse communities including Borana, Somalis, Turkana, Samburu, Meru, and others.

However, recent hurdles—including a bruising impeachment motion in June 2025 over allegations of mismanagement and a controversial DPP directive for his arrest linked to an alleged kidnapping incident—have tested his resilience.

Surviving the ouster bid, Guyo has emphasized unity and progress, recently meeting with key allies like Deputy Governor Dr. James Lowasa to “heal and unite” the county.

The nominees, forwarded to the Isiolo County Assembly for vetting under the County Governments Act, 2012, and the Public Appointments (County Assemblies Approval) Act, represent a deliberate effort to bolster efficiency in critical areas. Leading the list is Luqman Ahmed, tapped for the Finance and Economic Planning portfolio.

With Isiolo grappling with fiscal challenges, including delayed salaries and audit queries from previous years, Ahmed’s role will be pivotal in streamlining budgeting, enhancing revenue collection, and funding flagship projects like the county’s ECDE feeding program and infrastructure upgrades.

Next is Hussein Jirmo Katelo, nominated for Lands, Housing, Physical Planning, Transport, Public Works, Urban Development, Urban Planning, and Municipal Services—a sprawling docket essential for managing land conflicts in this multi-ethnic county, where disputes over resources often fuel tensions.

Katelo’s expertise will be crucial in advancing urban planning amid Isiolo’s growth as a hub for the LAPSSET Corridor project, which promises economic boosts through transport links and housing initiatives.

Rounding out the trio is Guracha Kikuyu, assigned to Water, Environment, Climate Change, Mining, and Natural Resources.

In a semi-arid region vulnerable to drought and climate impacts, Kikuyu’s mandate includes expanding water access, protecting natural resources, and regulating mining activities, aligning with national goals for environmental resilience and sustainable development.

Governor Guyo described the lineup as “a strategic step to inject energy, efficiency, and vision into Isiolo’s governance and service delivery.”

In a statement from his executive office, he underscored the nominees’ potential to address pressing issues, from economic planning to climate adaptation, while fostering inclusive growth.

“These appointments are not just about filling positions; they are about building a stronger, more united Isiolo that leaves no one behind,” Guyo stated, echoing his post-impeachment reconciliation efforts.

This reshuffle follows earlier changes in August 2025, where Guyo sacked two CECMs and streamlined his team, retaining allies amid political fallout from the failed ouster.

The nominations landed in the County Assembly during its innovative Bunge Mashinani sessions in Oldonyiro—a decentralized initiative designed to bring legislative business closer to grassroots communities, as per Article 185 of the Kenyan Constitution.

Bunge Mashinani, meaning “Parliament at the Grassroots,” empowers residents to engage directly with MCAs on local issues, enhancing transparency and public participation in counties like Vihiga and Kiambu where similar programs have thrived.

Assembly Speaker Abdullahi Banticha promptly received the list and directed the Select Committee on Appointments to commence vetting, with a report to be tabled in line with legal and standing order requirements.

This process ensures thorough scrutiny, focusing on the nominees’ qualifications, integrity, and alignment with Isiolo’s development agenda.

For Isiolo, a county rich in potential yet hampered by insecurity, resource scarcity, and ethnic dynamics, these CECMs could mark a turning point.

Governor Guyo’s administration has already delivered milestones, such as medical supply consignments from KEMSA and job creation for youth, but critics point to persistent issues like non-operational hospitals and corruption allegations.
