In a landmark achievement for Moyale Constituency, Prof. Guyo Waqo Jaldesa, the indefatigable Member of Parliament and former academic, is steering his remote Marsabit County constituency toward a transformative future of enhanced digital connectivity and reliable power supply.
On August 7, 2025, Prof. Jaldesa announced that the long-awaited Golole telecommunication network booster project has been greenlit by the Communications Authority of Kenya (CA), with tendering set to commence soon.
Coupled with ongoing electrification efforts in Bori, this dual initiative underscores the MP’s relentless commitment to bridging infrastructure gaps in one of Kenya’s most marginalized regions, promising to unlock unprecedented opportunities in education, healthcare, and economic development.
A Champion for Moyale’s Development
Prof. Guyo Jaldesa, a distinguished scholar with a Bachelor of Medicine and Master of Medicine in Obstetrics and Gynecology from the University of Nairobi, as well as an MSc from the University of Edinburgh, transitioned from academia to politics with a mission to uplift Moyale’s pastoralist communities.
Elected as MP in 2022, he has leveraged his expertise and influence to address systemic challenges in Marsabit County, where arid landscapes and historical underinvestment have long hindered progress.
Known for his advocacy against Female Genital Mutilation (FGM) and his hands-on approach—evidenced by initiatives like free medical camps and water borehole projects—Jaldesa has become a beacon of hope for Moyale’s Borana, Gabra, and Rendille communities.
During a pivotal meeting with the CA, Jaldesa engaged Mr. Paul Kiage, Deputy Director of the Universal Service Fund (USF), securing approval for the Golole booster project.
“This is a major step forward in ensuring every corner of Moyale has access to reliable network services,” Jaldesa declared, emphasizing the project’s role in addressing connectivity gaps that have isolated remote areas.
He expressed gratitude to the CA for their commitment to digital inclusion, noting, “This will transform lives by unlocking access to education, healthcare, and economic opportunities.”
Golole Booster: A Digital Lifeline for Moyale
The Golole telecommunication booster, funded through the CA’s USF, is a cornerstone of Kenya’s broader strategy to close the digital divide in underserved regions.
Moyale, situated along the Ethiopia-Kenya border, has long grappled with inconsistent mobile signals, limiting access to critical services like e-learning, telemedicine, and mobile banking—tools that are vital for economic empowerment in arid and semi-arid lands (ASALs).
The USF’s 2023-2027 plan, which includes connecting over 800,000 people across 24 counties, positions the Golole project as a critical step toward equitable ICT access.
Jaldesa’s advocacy for the booster reflects his deep understanding of Moyale’s needs. As a member of the Parliamentary Health Committee, he has consistently championed healthcare improvements, including successfully lobbying for a Kenya Medical Training College (KMTC) in Moyale, with construction set to begin soon.
The Golole booster will complement such efforts by enabling digital health solutions, allowing remote consultations in a region prone to droughts and cross-border conflicts. “My continued efforts ensure that no part of Moyale, no matter how remote, is left behind,” Jaldesa affirmed in his statement.
Powering Progress: Bori Electrification and Beyond
In tandem with the telecom breakthrough, Prof. Jaldesa announced that electrification in Bori, a sub-location within Moyale, is already underway.
This initiative builds on prior efforts by the Rural Electrification and Renewable Energy Corporation (REREC), which tendered solar mini-grids for Marsabit County in 2023, targeting 100 household connections in Bori with a 2×50 kW capacity.
The MP also revealed plans to fast-track a telecommunication booster in Bori, creating a synergy between power and connectivity that could redefine the region’s socioeconomic landscape.
The electrification effort is particularly significant given Moyale’s history of power outages, including year-long blackouts that have hampered development.
The Sodo-Moyale-Suswa High Voltage Power Line, completed in 2022, has laid the groundwork for stable energy transmission between Kenya and Ethiopia, with a capacity of up to 2,000 MW.
Jaldesa’s focus on Bori aligns with his broader vision of equitable resource allocation for ASALs, ensuring that pastoralist communities gain access to modern amenities.
A Legacy of Impactful Leadership
Prof. Jaldesa’s leadership extends beyond infrastructure. In June 2025, he disbursed KSh 39 million to 17 secondary schools in Moyale and Sololo, benefiting 4,881 students from vulnerable families with KSh 8,000 each in scholarships.
His vocal criticism of the Social Health Authority (SHA) in April 2025 highlighted systemic issues in healthcare funding, earning him praise for holding the government accountable.
Additionally, as Vice Chair of the Justice and Legal Affairs Committee, he played a key role in passing the Constitution of Kenya (Amendment) Bill, 2025, which entrenched development funds like the NG-CDF, further empowering grassroots initiatives.
Jaldesa’s defiance in the face of adversity has also resonated with constituents. In a recent YouTube address, he declared, “Insults won’t stop me,” responding to criticisms from Marsabit Governor Mohamud Ali over service delivery disputes.
His resilience was further celebrated during an NG-CDF disbursement event, where community leaders symbolically “crowned” him for re-election in 2027, reflecting widespread support for his transformative agenda.
Challenges and the Road Ahead
Despite these strides, challenges loom. The USF faces a KES 12 billion funding gap, which could delay projects like the Golole booster.
Regulatory hurdles, including CA approvals to prevent signal interference, demand meticulous planning. Moreover, digital inclusion in ASALs requires addressing affordability, literacy, and cultural barriers to ensure equitable access.
Jaldesa’s proactive engagement with stakeholders, including his call for leaders to unite for regional progress, signals his determination to overcome these obstacles.
