In a significant move to enhance regulatory compliance and safety within the energy and petroleum sectors, Isiolo County held a high-level meeting with representatives from the Energy and Petroleum Regulatory Authority (EPRA).
The meeting, convened at the Governor’s office, underscored the importance of collaboration between the National Government and County Governments in ensuring effective governance and socio-economic development.
Strategic Engagement for Regulatory Enforcement
Leading the discussions was Isiolo County Deputy Governor, Dr. James Lowasa, who was joined by County Secretary Dade Boru and Ali Wario Sarite, the County Executive Committee Member (CEC) for Water, Environment, and Renewable Energy.
The EPRA delegation outlined plans for a forthcoming four-day awareness campaign aimed at educating industry stakeholders on compliance requirements and best practices in the energy sector.
Dr. Lowasa emphasized the need for rigorous training of County Government staff on regulatory protocols, particularly in the issuance of permits and licenses for petroleum and energy-related businesses.
He called on EPRA to collaborate with key county departments, including trade, physical planning, and revenue, to ensure smooth enforcement of regulations.
“I request EPRA to work closely with the Municipal Manager and relevant departments to equip them with the necessary knowledge and expertise to professionally manage petroleum and LPG traders. It is also crucial to extend licensing awareness to local electricians,” stated Dr. Lowasa.
Safety Measures and Capacity Building
The meeting also highlighted the County Government’s responsibility in enforcing compliance with safety regulations.
Dr. Lowasa noted that the county inspectorate regularly conducts checks on weights and measures to maintain standardization within the petroleum and energy industries.
Adding to the discussion, County Secretary Dade Boru emphasized the integral role of the fire department in ensuring fire safety compliance.
He raised concerns about inadequate training among local business owners regarding fire extinguisher usage and urged EPRA to facilitate specialized training sessions for firefighters and traders.
“Many fires in our town could have been prevented or controlled had business owners been adequately trained in fire extinguisher operation. It is imperative that EPRA steps in to enhance capacity in this area,” Boru stated.
Addressing LPG Safety and Compliance
Echoing these sentiments, CEC for Energy Ali Wario highlighted the pressing need to establish robust guidelines for LPG refilling and handling at the county level.
He warned that current practices pose significant safety risks to the public and stressed the urgency of strengthening regulatory oversight.
Meanwhile, Isiolo Municipality Manager Osman Halakhe lauded the meeting as a step toward fostering safer energy practices and clearer regulatory frameworks.
He reiterated the county’s commitment to working in tandem with EPRA to safeguard public welfare and economic interests.
