Nairobi, Kenya| The County Assembly of Isiolo, led by Speaker Hon. Mohamed Roba Qoto, OGW, CSMP(R), M.ISMI, actively participated in the 5th Legislative Summit 2025, a high-profile gathering that brought together key stakeholders in governance, finance, and public administration.
The summit, designed to enhance legislative capacity and promote accountable governance, provided a platform for in-depth discussions on revenue allocation, budget oversight, and the effective transfer of functions to county governments.
Addressing Equitable Revenue Sharing and County Resourcing
One of the most anticipated sessions of the summit was “Resourcing Counties Through the Effective Transfer of Functions,” presented by Hon. Dr. Kipkurui S. Chepkwony, MBS, CEO of the Intergovernmental Technical Relations Committee.
The discussion centered on ensuring counties receive adequate resources following the devolution of functions from the national government, addressing challenges in implementation, and proposing solutions for efficiency in service delivery.
Another crucial discussion focused on the 4th Generation Revenue Sharing Formula, titled “Fair Share or Flawed Model?” and led by Commissioner Hon. Fatuma Gedi, CBS, from the Commission on Revenue Allocation (CRA).
Moderated by governance expert Dr. Abraham Rugo, the session featured panelists from the Senate, County Assemblies, and financial institutions, who examined whether the latest revenue-sharing framework ensures fair and adequate funding for all counties.
The discourse underscored the need for a balanced approach that considers population size, economic potential, geographical disparities, and historical marginalization.
Promoting Fiscal Transparency and Budget Oversight
Transparency and accountability in county financial management were central themes at the summit. In a session titled “Open Budget, Open Decisions: Strengthening County Oversight,” Ms. Caroline Gaita, Executive Director of Mzalendo Trust, led discussions on enhancing transparency in county budgets.
The session, moderated by Ms. Sheila Masinde from Transparency International Kenya, brought together experts from government agencies, civil society, and policy institutions, who emphasized the role of public participation in fostering accountable governance.
Furthering the discussion on financial oversight, the summit featured a high-level session on “From Control to Collaboration: Re-thinking Budget Oversight for Better Service Delivery.”
FCPA Dr. Margret Nyakang’o, CBS, Kenya’s Controller of Budget, spearheaded the conversation, urging county assemblies to shift from restrictive budgetary control towards a collaborative approach that ensures resources are efficiently allocated and utilized for maximum impact.
Dr. Nur Nasir Abdi, a renowned finance expert, moderated the session, highlighting innovative oversight mechanisms that align financial planning with service delivery goals.
