In a transformative move to enhance governance and bring services closer to the people, the Kenyan government has embarked on operationalizing new administrative units across the country, including three newly established sub-counties in Malava Constituency, Kakamega County.
The initiative, part of a broader national strategy to improve administrative efficiency, was announced by Dr. Raymond Omollo, Principal Secretary for Internal Security, during a high-profile event at Tande Secondary School.
The ceremony was presided over by Prime Cabinet Secretary and Cabinet Secretary for Diaspora and Foreign Affairs, Musalia Mudavadi.
New Sub-Counties to Transform Kakamega’s Administrative Landscape
The newly created sub-counties of Kabras East, Chemuche, and Kabras West will increase Kakamega County’s total sub-county count to 15, marking a significant step in decentralizing governance.
These units, gazetted a year ago but yet to be fully operationalized, are part of a nationwide initiative to establish 1,105 new administrative units during the 2024/2025 financial year.
The new structure includes not only sub-counties but also divisions, locations, and sub-locations, all aimed at streamlining service delivery and ensuring that government resources and programs reach grassroots communities more effectively.
Dr. Omollo emphasized that the creation of these units is a deliberate effort to improve administrative efficiency and enhance the delivery of critical government services to wananchi (citizens).
“By bringing governance closer to the people, we are ensuring that their needs are addressed promptly and effectively,” he stated, calling for the immediate activation of the gazetted units to fulfill their intended purpose.
Strengthening Security and Infrastructure
Beyond administrative reforms, Dr. Omollo addressed the government’s commitment to bolstering security operations in Kakamega County.
He revealed plans to renew the lease of police vehicles and allocate an additional vehicle to the county to enhance security patrols and response capabilities.

Affordable Housing and Socioeconomic Empowerment

“This program is not just about housing; it’s about transforming lives by empowering communities and providing them with the tools to thrive,” Dr. Omollo remarked.
He noted that the initiative has significantly reduced the dependency on informal fundraising for basic needs, such as medical bills, by improving access to social services.
Social Health Authority: A Game-Changer for Healthcare
A key highlight of Dr. Omollo’s address was the remarkable progress of the Social Health Authority (SHA), which has seen an enrollment of 25 million Kenyans.
This milestone reflects the government’s commitment to ensuring universal healthcare access, reducing the financial burden on salaried Kenyans who previously shouldered the cost of medical care for non-members.
“You’ll notice fewer WhatsApp groups asking for contributions toward medical bills these days. Now, it’s more likely to be about funeral expenses,” Dr. Omollo quipped, underscoring the tangible impact of the SHA on Kenyan households.
