Isiolo County and MID-P Unveil Landmark Strategic Plan to Drive Sustainable Development in Arid Regions

In a major step towards accelerating socio-economic transformation in arid and semi-arid regions, the County Government of Isiolo, in partnership with the Merti Integrated Development Programme (MID-P), officially launched MID-P’s Strategic Plan for 2025–2029.

The event, held in Isiolo Town, brought together a wide array of stakeholders, underscoring the collective commitment to community-centered, sustainable development.

Presiding over the launch, Isiolo County Secretary Mr. Dade Boru emphasized the importance of strategic partnerships in addressing the unique challenges facing arid counties.

He described the unveiling of the strategic plan not merely as the presentation of a document, but as a unified pledge to uplift the living standards of local communities through long-term collaboration.

“This plan marks a renewed commitment by all stakeholders to invest in sustainable growth and resilience-building initiatives in our region,” said Mr. Boru.

“For over two decades, MID-P has been a steadfast development partner, and its unwavering dedication has been instrumental in shaping and supporting impactful projects across Isiolo.”

Boru highlighted key areas where the County Government and MID-P have worked hand in hand, including the development of essential policy frameworks such as the Disaster Risk Management Policy and Bill of 2020 and the Isiolo County Climate Change Fund Policy.

These collaborative efforts have significantly enhanced the county’s institutional capacity to respond to climate-related vulnerabilities and natural disasters.

Reaffirming Governor Abdi Ibrahim Guyo’s dedication to grassroots-driven development, Mr. Boru lauded MID-P’s community-based approach, noting that it sets a benchmark for effective non-governmental engagement in public policy and project implementation.

MID-P Executive Director Mr. Molu Tepo described the launch as a historic moment for the organization, which has operated in Isiolo for 25 years without a formal strategic blueprint.

“This Strategic Plan is a landmark achievement for MID-P. It will guide us in enhancing accountability, promoting good governance, ensuring sustainability, and improving our capacity to mobilize resources effectively,” said Mr. Tepo.

He further announced that MID-P will expand its development footprint to neighboring Samburu and Marsabit counties, signaling a broader regional approach to addressing the socio-economic and environmental challenges common to northern Kenya.

The event drew participation from a diverse mix of stakeholders including county and national government officials, members of the County Assembly of Isiolo, civil society organizations, development partners, and grassroots community members.

The presence of such a broad coalition reflected the inclusive spirit of the strategic plan.

Isiolo Deputy Speaker David Lemantile praised MID-P’s integrity and grassroots impact, distinguishing it from other NGOs with limited local presence.

“Many NGOs operate like briefcase organizations, but MID-P has consistently demonstrated commitment through tangible projects that benefit our communities directly,” Lemantile said.

“We, as elected leaders, support this initiative and encourage MID-P to engage us freely without fear of political interference. Our doors are open.”

The Strategic Plan 2025–2029 outlines MID-P’s thematic focus areas, including climate resilience, water access, education, governance, and community livelihoods—elements that are crucial to unlocking the development potential of Isiolo and the wider northern Kenya region.

As the county and its partners look ahead, the newly launched strategic plan is expected to serve as a vital tool for coordination, transparency, and innovation in service delivery, ultimately paving the way for a more resilient and empowered Isiolo.
