Preface: Isiolo County’s Transformation Under Governor Abdi Ibrahim Hassan (2022-2024)
In August 2022, Governor Abdi Ibrahim Hassan, popularly known as Guyo, took the helm of Isiolo County, a vibrant yet challenging region in Kenya’s arid and semi-arid lands (ASALs).
Known for its rich wildlife, including the unique “special five” species, and its strategic position in the northern tourism circuit, Isiolo is a county of immense potential and complex needs.
The Isiolo County Scorecard 2024, a comprehensive 64-page document which was authored by Mohamed Abdow(Dandii Qarooma), chronicles the transformative achievements of Governor Hassan’s administration from 2022 to 2024.
This series of twelve articles delves into the scorecard’s insights, offering a detailed exploration of how Isiolo is being reshaped into a secure, just, and prosperous county where all residents can thrive.
The scorecard, produced by the Governor’s Delivery Unit, emphasizes accountability, transparency, and evidence-based progress across key sectors: healthcare, education, water, agriculture, infrastructure, tourism, and social empowerment.
It highlights a remarkable increase in own-source revenue from Sh107 million to Sh285 million, the revival of stalled flagship projects like the Isiolo Modern Market and Export Abattoir, and targeted interventions to address water scarcity, improve education, and empower vulnerable groups through cooperatives and fundraisers.
Supported by Deputy Governor Dr. James Lowasa and County Secretary Dade Boru, the administration has earned recognition for ethnic diversity and social inclusion, while tackling inherited challenges like pending bills.
This series begins with an overview of Governor Hassan’s visionary leadership, followed by analyses of administrative roles, efficiency monitoring, and demographic insights that contextualize Isiolo’s development needs.
