In a decisive move to enhance legislative efficiency and deliver more targeted governance outcomes, the County Assembly of Isiolo today held a focused session that brought together Members of the County Assembly (MCAs) for in-depth deliberations on House business, with particular emphasis on motions and statements.

The session was officially opened by Peter Losu, who represented the Speaker. In his address, Losu underscored the need for a structured and outcome-oriented approach to legislative work, emphasizing that effective governance is rooted in strategic planning and inclusive dialogue.

What set this session apart was its sector-specific format. Rather than engaging in general discussions, the Assembly organized deliberations around each of its sectoral committees.

This structure enabled the members to address the unique challenges and opportunities facing each sector with a higher degree of focus and precision, ultimately fostering more impactful and actionable resolutions.

Committee Highlights:

Agriculture, Livestock, and Fisheries Committee:
This committee engaged in comprehensive discussions aimed at bolstering agricultural productivity, promoting livestock development, and strengthening fisheries management.

Members highlighted the urgent need to adopt modern, climate-smart farming techniques, increase support for smallholder farmers, and ensure the sustainable use of natural resources to enhance food security and drive economic growth in rural areas.

Water, Environment, Energy, and Climate Change Committee:
With environmental issues becoming increasingly urgent, this committee centered its discussions on the sustainable utilization of water resources, environmental conservation, energy access, and local strategies for mitigating climate change.

The members stressed the importance of policy frameworks that support green energy solutions, improve water access, and enhance the county’s resilience to environmental challenges.

Health Services Committee:
This committee focused on strengthening healthcare systems across the county. Key areas of discussion included the state and distribution of health facilities, accessibility and reliability of pharmaceutical services, the availability of ambulances, and the promotion of primary healthcare.

The committee reaffirmed its commitment to ensuring that quality health services are equitably accessible to all residents, especially in underserved areas.

Land, Housing, Public Works, and Roads Committee:
Infrastructure and urban development were central to this committee’s agenda. Discussions revolved around effective land management, the need for affordable housing, expansion and maintenance of public infrastructure, and improvement of road networks.

The committee emphasized the importance of inclusive urban planning and the delivery of infrastructure projects that elevate living standards and stimulate economic development.

A Strategic Step Toward Improved Governance

By addressing each sector independently, the County Assembly demonstrated a firm commitment to a strategic, problem-solving model of governance.

This format not only improved the relevance and quality of deliberations but also allowed for more precise policy interventions tailored to specific sectors.

The session highlighted the value of collaboration, evidence-based policymaking, and sectoral specialization in the legislative process.

It also reinforced the Assembly’s ongoing dedication to good governance, citizen-centered service delivery, and sustainable development.

As the county continues to face evolving challenges across health, environment, infrastructure, and agriculture, such focused sessions serve as a blueprint for legislative excellence.

They not only ensure that policy responses are timely and relevant but also position the County Assembly as a proactive institution committed to the needs and aspirations of its people.
